We are currently seeking experienced professionals to:
- manage the Western/Central/Eastern Region of the DEERS/RAPIDS Military Identification (ID)/Common Access Card (CAC) Issuance task order on the HRSolutions Contract.
- Augment the Project Director leading the effort in delivering support services to as required.
- Provide augmented support, as needed, to execute the functions of the CAC Support Office in AHRC that includes a Project Director, three Regional Program Managers (RPMs), and an Administrative Assistant performing related responsibilities for delivery of support services.
- Ensure CAC DEERS/RAPIDS Operators are in place after an incumbent terminates or after a new position is established. Coordinate to ensure local Verifying Official (VO) training is provided by the Site Security Manager (SSM) at the RAPIDS. VO certification test must be successfully completed within 30 days of hire date.
- Coordinate with Chief, Military Personnel Division or Installation Adjutant General or equivalent government supervisor or government contractor supervisor along with the SSM on proposed training plan/certification test, weekly update reports, monthly performance appraisal input, operating hours, and local logistical support, i.e. VOIS system access, Internet access, AKO account establishment, and building access, as required. Make prior coordination with the local office or Serco Corporate Headquarters for new employee orientations.
- Act as primary POC for assigned installations/sites regarding all aspects of the Common Access Card and other military identification (ID) cards.
- Designate and contact, as needed, a Lead Operator for locations with more than one employee to facilitate two way communications regarding timesheet management, benefits, payroll, and other related actions for employees from assigned locations.
- Conduct Quality Control (QC) site visits to ensure that VO training/certification was successfully completed and to ensure all CAC Operators are knowledgeable and utilizing all of the current references.
- QC site visits will include all items outlined in the QC Checklist.
- Maintain close liaison with government agencies, as required, to monitor military ID card/CAC issuance operations through written and verbal reports, meetings, briefings, and other correspondence.
- Manager for 78 Authorized CAC Operators at 30 locations.
- Execute and support implementation plans in coordination with guidance provided by AHRC.
- Assist functional proponent in the coordination and dissemination of Service-specific policy regarding issues pertaining to the military ID cards to include the CAC as well as preparing, staffing, and coordinating policy changes, as necessary.
- Monitor RAPIDS workstation usage reports and other data to justify staffing of CAC DEERS/RAPIDS Operators at assigned locations.
- Assist in preparing, presenting, and releasing various briefings, correspondence, and information papers. This may include working with personnel from DoD Access Card Office (ACO), other contractors, field service representatives, and other government agencies.
- Assist in the development of new policies or revisions to current policies supporting DEERS/RAPIDS operations.
- Attend various functional meetings and participate in military ID card/CAC related functional working groups.
- Prepare awards, performance appraisals, commendatory, and disciplinary correspondence for all subordinate employees.
- Take necessary action to terminate an employee and provide a replacement when Verifying Official credentials are suspended or revoked.
- Act as the first point of contact for all assigned employees for human resource, timesheet, payroll, and benefits actions pertaining to subordinate employees.
- Act as the first point of contact at the CAC Support Office for government or government contractor supervisors of subordinate employees in the field regarding contract information and employee problem resolution, as required.
- Ensure all hiring and in-processing/out-processing related tasks are completed at assigned locations.
- Review and ensure timely submission of all assigned CAC DEERS/RAPIDS Operator timesheets and expense forms.
Required Experience
The desired candidate must have at least five (5) years of supervision and management experience related to the delivery of personnel services on military installations. Experience should include contract, personnel, and financial management in related efforts; preferably involving management of five or more geographically dispersed sites. Knowledge of DEERS/RAPIDS and ICA operations is desirable.
